You may access some iCloud content such as files stored in iCloud Drive, documents for Pages, Numbers, Keynote, Photos, Notes and Reminders and some others by logging into the iCloud site at iCloud.
Other content that you sync with iCloud such as Safari tabs, app data, iTunes purchases, device backups, Messages, and passwords and others can only be accessed by signing into your iCloud account on an appropriate Apple product that supports those items. Direct interaction with these types of data not shown in the iCloud or iCloud Drive site would not be possible.
