I have two Apple ID’s also a different one in iTunes, can I combine them all on one device?

Apple ID's cannot be merged and content bought/download cannot be transferred. However, you can look at using Family Share with all the Apple ID's and chose one to be the main account and used solely on the phone. Family Sharing - Apple
