How would I merge my old iCloud account in my new iCloud account together keeping all the storage and also find my iPhone 12 pro plus max

There isn't a way to merge two Apple IDs in to one account. If you have purchases that you'd like to share across accounts, you'd want to look in to setting up family sharing between the two accounts.
