If you are still paying for storage space in iCloud, you must cancel your subscription before you can remove your payment card.

To cancel (or downgrade) your iCloud+ subscription, you must choose the free 5GB Plan:

Go to Settings → Apple ID → iCloud → Manage Your Subscription → Downgrade Options.

Select the 5GB (Free) plan and tap OK.

Your current iCloud+ subscription will continue until the next payment, when it will be closed and you will be downgraded to the 5GB plan. You do not have to pay more, but you must remember to move your content in iCloud that exceeds 5GB.

If you have other ongoing subscriptions, they can be canceled here:

Settings → Apple ID → Subscriptions

When all your subscriptions have been terminated, you can remove your payment method here:

Settings → Apple ID → Media & Purchases → View Account → Manage Payment
