How do I create a shortcut to turn the light on when I get some notification? For ex when I get a notification saying the washing machine cycle is over, if after 17h00, turn the laundry lights on?

I don’t think there’s a way to use a notification to trigger a script.

...And to test for after 17:00, use the Date action. It defaults to Current Date, so tap that parameter and choose Specified Date. Here's a screenshot:
