Siri Suggestions Widget not working

After months of working perfectly, all of a sudden my iPhone 14 Pro (16.3.1) Siri Suggestions Widget stopped working. I use the 2 row 4 column (8 item) widget. The widget items no longer appear on my Home Screen. Instead "No Suggestions Available" appears in the space that was the widget. Toggling off/on the various Siri Suggestion settings and restarting the phone have not helped. If I remove the 8-item widget and re-add it to the Home Screen, the 8 icons appear for a second or two and then disappear being replaced by the "No Suggestions..." message. If I pull down on the Home Screen to activate a search then a group of 8 Siri Suggestion icons appear on the search screen. Any thoughts?

The other-sized Siri Suggestion widgets work okay but none of them are App Suggestions. They are Shortcut Suggestions, which I am not interested in. I can't recall making any changes that would have caused this issue. It did not, for example, start after an iOS update (at least one that I initiated). Here is a screenshot of the portion of my iPhone screen where the 8 suggested app icons previously appeared.

Are any of the other sized widgets working similarly? Is the device connected to a good network? Do you recall any changes that occurred right before the issue started? The more information you can provide, the better equipped the community will be to assist.
