Delete files, photos and other content from iCloud to clear up space there. You can also deselect content to backup or sync to iCloud in Settings ➜ Account (top of settings) ➜ iCloud, and Settings ➜ Account ➜ iCloud ➜ iCloud Backup ➜ Your iPhone's name.

You cannot. There is no user access to the iPhone's cache nor any way to delete it.
iOS manages the cache automatically.
