I have a new ipad air and cannot share internet. The Personal Hotspot tab does not appear.
I have talked to my carrier and they claim there is no issue on their side.
I have reset the network configuration in my ipad and restarted the ipad but it still does not appear.
What can I do? It is very strange.

Your iPad model - an iPad Air5 WiFi+Cellular (256GB) - is obviously capable of supporting a Personal Hotspot.
If the Carrier has confirmed that tethering has been enabled - and the feature is available when using the same SIM with another iPad - something is definitely odd with the iPad.
You would be best advised to perform a full reset of the iPad:
Settings > General > Transfer or Reset iPad > Erase All Content & Settings
After reset, setup the iPad as new from the initial “hello” screen.

Hi. I erased all content but the hotspot tab did not appear. I was to give up when I found an article about filling an APN address. I called my phone carrier and they told me what I needed to fill in. And it worked. Like magic!
If your Cellular tariff/subscription permits tethering, you can share the Cellular data connection with other devices via the hotspot feature.

To share the hotspot, your SIM/eSIM must be correctly provisioned by your Carrier. If this feature isn’t supported by your Carrier’s SIM, you’ll not be able to share your iPad’s Cellular connection with other devices.
What is the model number for your iPad Air in Settings ➜ General ➜ About ➜ Model Number?
That is not a model number. That is probably a serial number. Please post the number under the "Model Number" field in Settings->General->About.

I checked with my carrier and they say it is supported. This is not a new line, I have used this SIM with another iPad and I had no issues. I moved it to a new iPad, and I cannot share because the hotspot tab is not there!

Many Cellular provider’s SIMs don’t expose or allow modification of APN settings. Clearly your SIM does provide access to this setting - and with it, a fix 👍
