It says that only (1) One Notebook can be purchased per year.
So, if I bought one in November 2022, when can I buy 2nd one?
Option A: November 2023
Option B: Any time in 2023
I.e., is "One per year" = "one per calendar year" or "there has to be 12 months period between both purchases"?

Not a fan of wasting my time being on hold and then talking to someone who might not even necessarily know the answer but will pretend that they do.

They are not being "secretive". The reason Neil22R is not responding to your question and is recommending that you contact Support is that Neil22R is not Apple Support. They are a forum Community Specialist. They can respond to basic questions that can be answered primarily by referring to a support article. But, if there is no relevant support article (or if the question is about health/safety) they refer to the Support portal.
And, answering questions that have gone unanswered by other forum members is only part of their job.
