Be sure to check that Dictation is currently enabled in Settings > General > Keyboard > Enable Dictation. If it's currently already on, try disabling it, restarting the device and then re-enable it at the same location.

To help rule out a broader issue with the microphone, try recording a brief voice memo using the included Voice Memos app, and then play it back to ensure it can be heard clearly.
To help rule out issues with any accessories that may be having the audio routed through them, try disconnecting any accessories that may be connected, including toggling Bluetooth off at Settings > Bluetooth.
