Safari is already included in macOS and can be found in its Applications folder. If you are unable to find it on your Mac, you can use Spotlight to find it: Search with Spotlight on Mac - Apple Support.

When you find and open the Safari app, its icon will appear in the Dock. Drag it someplace else in the Dock, where it will remain.
