Recently my Apple TV APP on Samsung smart tv gives an error on log-in not associated with incorrect password. Error code: 641F8739. Samsung support says it’s on Apple end since all other streaming apps are working. I can connect to HDMI hard wire internet or Wi-Fi and same issues.

It sounds like you've taken some great steps in isolating this issue. If possible, make sure the software for your Samsung TV and the Apple TV app itself are fully up-to-date. Also if allowed, you may attempt to remove and reinstall the Apple TV app if you've not tried that already.
Barring those suggestions, the next step would be to contact Apple Support to check into further investigation of this error.
