What if you have a 'locked to owner' ipad but you have no contact with the owner I bought an iPad from my friend's ex-boyfriend, then she cheated on him and he took everything he bought her. He locked the iPad and cut off all contact with everyone. I have tried everything.

You cannot. Only the person whose credentials locked the device can unlock it.
