I have books downloaded on my phone (from the library) using Hoopla. I can listen on my phone but they don't show up on my Apple Watch.
How do I download the books on my watch? I want to listen to books while I walk, but for now I have to have my phone with me.
I have cellular power for my watch using AT&T.

You may not be able to listen to audiobooks from Hoopla with your Apple Watch. You can refer to the Add audiobooks to Apple Watch page in the Apple Watch User Guide for details.
Apple Watch can sync audiobooks from Apple Books.
Note: Audiobooks from other sources aren’t synced to Apple Watch.
The great news is, you should be able to follow the instructions outlined in Play audiobooks on Apple Watch to stream your books from Apple Books with a strong Wi-Fi or cellular data connection.
Play audiobooks from your library
If your Apple Watch is near your iPhone or connected to a Wi-Fi network (or a cellular network, for Apple Watch models with cellular), you can stream audiobooks from your audiobooks library to your Apple Watch.
1. Open the Audiobooks appon your Apple Watch.
2. Tap Library, then tap an audiobook to play it.
