It certainly sounds like you purchased previously owned iPhones. Unfortunately, they were very likely stolen by the seller. You must have the assistance of the original owner or these iPhones will remain useless forever. Get a refund if possible.

Chances are they weren't stolen, and simply the previous user forgot to sign out. This is an extremely flawed system, leaving millions of devices useless because people forgot their passwords, or simply didn't care enough to sign out. This is a huge issue with Apple devices, which puts so many devices in the garbage essentially.

Apparently you’re not old enough to remember the time when cell phone theft was TRULY rampant.
Making stolen phones economically worthless is the only viable solution. Any legitimate transaction between two cooperating parties is not impacted.
Then make a viable system. That’s a solution. Allow users to mark it as stolen in Find my iPhone, and boom, Activation lock kicks in. Plenty of ways to make it a good, economical system. Also blacklisting the device with its carrier is a great way to mark it as stolen and prevent it from being used.
I understand you, but how can I contact the owner? The phone number in the iphone is not included, can I somehow find the owner?
Unless you were offered that information when you purchased the iPhone, or can get it from the seller, you’re out of luck.

If that were true, the buyer could simply contact the seller and easily rectify the problem.
But, between the time a device is stolen and a user marks it as such, it's fair game? That's a bad locking mechanism.
No, the device deactivates and shuts down if marked as such. Simple
That wouldn’t work. If I take your device and change the credentials, you cannot deactivate it as it is now mine. That’s why the lock Is “proactive” and always on.
