I tried reindexing spotlight in multiple ways, deleted spotlight caches and rebooting (ofc) but nothing seems to work.
I'm running macOS Ventura 13.2.1
MacBook Air 13″, macOS 13.2

Safari.app ? It is in your Dock or drag from the Application folder back to the Dock...
You can verify your Applications are included in your Spotlight Settings
>System Settings>Spotlight
Re-index:

Turns out Safari.app is now on the Preboot volume instead of /.
So I had to turn on indexing for the Preboot volume.
Running the following command does that.
sudo mdutil -i on /System/Volumes/Preboot
