I will assume your “I found it and when I went to unlock it” means that you were previously using this iPhone.

If you were not previously using this iPhone and have recently found it somewhere, the above answers are correct. This iPhone won’t be useful to you. Call the number, turn it into lost and found or the police, or call the number. Or recycle it.

That message indicates it’s not yours, or it means that somebody else has your Apple ID credentials and has locked your iPhone. A Lost Mode lock is a fairly mild mess (so far), as compared with the device resets and data deletions and the data and password compromises that are possible to whoever holds access to an Apple ID, too.

For the latter compromise, start here:

If you think your Apple ID has been compromised - Apple Support

For the lost-device lock (and here assuming the device is yours), you can use iCloud to disable Lost Mode (if you still have access to the Apple ID) or you’ll need the original purchase receipt or similar proof of ownership, and a discussion directly with Apple Support.

As for assertions of ownership, we’ve been told the truth here by some people in similar situations, and we’ve undoubtedly also been lied to by others. You’ll need to convince Apple of your ownership of this device. Not us. That means original purchase receipts or similar.
