I bought an apple watch from a friend but she never reset it ... now she is locked up and i cant get to access the iwatch because i need to sign in to tge watch with her icloud account .What can i do to resolve this issue

Unfortunately the only way to reset that watch is by getting your friend to disable “Activation Lock” which is part of that resetting process.
And disabling Activation Lock requires knowledge of the Apple ID and Password used on the watch.
So you’ll either have to ask your friend what those details are, or wait for her to become available to do it herself.
