Perpetual boot loop

15.4in MacBook Pro Laptop (Retina, Touch Bar, 2.2GHz 6-Core Intel Core i7, 16GB RAM, 256GB SSD Storage) Space Gray (MR932LL/A) (2018 Model)

Ventura 13 (point something)

I am in a perpetual boot loop.

In the beginning I didn’t even get the Apple logo. After pram reset I get the Apple logo in perpetuity.

Will not boot to safe mode.

No local diagnostic work.

Network diagnostic keeps restarting.

I am open to any Apple gymnastics and would appreciate any forward movement.

Ok.

A caveat regarding " I bought a tiny laptop (win11) to create a ventura boot drive. Weirdly the USB also boot loops."

To perform this action will require booting from a Bootable Installer

The Bootable Installer can Only be performed on an Apple Computer

There are some who claim it can be created on a Microsoft Computer using some Third Party Software on that computer but have never seen any Reproducible Evident this has been with Successful or Possible

This will have to be performed from a Qualifying Computer to run the version of macOS to be made on the Bootable Installer.

Example : Bootable Installer of Big Sur would have to be done on a computer that Qualifies to run Big Sur.

Notation: If the computer being used to perform this action is Too New or Too Old to qualify to run the version of macOS - this computer can not be used.

Alternative is, to gain access to a Qualifying Apple Computer from a family member, friend or associate.

It was intended for any one who happens to peek in here.

I had convinced myself that auto-update was turned off. Maybe it was and it prompted me turn it on and probably mindlessly clicked yes.

(pointing at myself as part of the problem here)

I purchase this as a referb and Apple Care was not an option, I'm doing what I can here financially.

There's a fix because every thing is responsive. I'll be back once I find another mac to connect it to.
