My wife on her iPad has a constant message to confirm her iPad passcode. When she enters the passcode and hits done nothing happens. The message is always there.

As a first step, perform a forced-restart of the iPad - as this will often clear an isolated software issue:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

We had tried that several times. I chatted and then talked with apple. The lady went through several procedures and last installed 16.4. Nothing changed. However the next morning my wife opened her iPad and the message on the settings screen was gone. It had been on her screen for a week.
