failed to verify identity

im using a proxy on my chromebook and i when i try to log in, it says failed to verify identity, is this because im using a proxy?

You may want to try signing in without using the proxy server to see if that helps resolve your issue. Also, make sure you meet the system requirements for iCloud as shown here:

* Outlook 2016 or later
* Firefox 45 or later, Google Chrome 54 or later (desktop mode only), Microsoft Edge, or Opera

Are you trying to sign into the iCloud website as shown here?: Sign in and use iCloud.com - Apple Support

Sign in to iCloud.com
1. Go to iCloud.com, then sign in with your Apple ID.
2. If you’re already signed in to your device with your Apple ID and your device has Face ID or Touch ID, you can use it to sign in to iCloud.com.
3. If you set up two-factor authentication or two-step verification, follow the onscreen instructions to verify your identity by entering a code sent to a trusted device or phone number, or by using a security key.
4. If you lost your trusted device, you can still use Find Devices by clicking the Find Devices button after you enter your Apple ID. See How to sign in to Find Devices on iCloud.com.
