Unable to receive verification codes on iPhone

Text messages are working fine iPhone 13Pro with all software up to date. I've tried all the suggestions that I can find on the Community board. I have tried AT&T's recommendation to Reset Network Settings (Settings, General, Transfer or Reset iPhone) and even Reset All Settings. Nothing has helped.
