In the fall (2023) I will be in Europe for 17 days and have a couple of questions. I have an iPhone 13 and Verizon is my carrier. With airplane mode on and Wi-Fi and Wi-Fi calling on, will I incur any charges for talking, texting or email?

That is a question you should ask to Verizon. How they handle WiFi calling in a Roaming scenario is entirely at the discretion of individual networks.
Please also be aware that in full Airplane mode your phone will be isolated from *all* external communication. There would be zero roaming costs but you would be carrying it around for no purpose, it will be a very pretty but completely silent paperweight. You would need to shut down Cellular Data but keep WiFi alive (and also Bluetooth if you are using Apple Watch or AirPods).
