Hello John Tumminello,
When you recover an item in the Files app, it would go back to whatever folder you originally had it in. So for example, say you have a folder in the Files app called "School project". If you delete a file from that folder and then go into the Recently Deleted folder and recover it, it will send the file back to the "School project" folder.
