My face recognition was shut down. The glass is broken. It’s now fixed and I can’t get it going again.

Face ID is serialized to the phone. If your camera was replaced by non-OEM parts it will no longer work with Face ID. However you can still protect your phone with your Passcode. If you had AppleCare or an Apple Service Provider do the repair, then likely it was done and checked properly.

So the first question is, where did you get it done? Secondly, I'd recommend restarting your phone. Then do you have a Face ID already established? If yes, delete it and create a new one. If there is none, then create a new one. If the Face ID recognition process does not work. Then there is something wrong with how the repair was done. It's a hardware issue and will need to be sent in to Apple or a ASP that knows how to get this resolved properly for you.
