I'm Getting Safari Notifications I Don't Want

FIRST things first, Malwarebytes is the first thing I ran and I'm clean as a whistle. I also have no weird profiles or safari extensions here. But despite that, I'm having notification problems.

So I ALWAYS say no when a website asks for permission to send notifications. This would NEVER be the kind of thing I'd be interested in and I would never say yes to any website. Send me email notifications if you want to say something to me.

And yet somehow, if I go into Safari Prefs > Websites > Notifications, there are TONS of "Allow" settings!

And what's more, the list of sites is a mile long, theres probably thousands of sites in the list. Way too many to go through one by one.

And if I try anyway, after one or two "Remove"'s, safari crashes. It does this every time, completely repeatable.

Is there some way to remove EVERY site from that list, easily? I already unchecked "Allow websites to ask for permission to send notifications", but now I need to clean out the existing mess.

I would also LOVE to know how all these websites "allowed" themselves when I know for a fact I've said no to every single one.

1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.

2 - Safe Mode will also eliminate Third Party Software, extensions and drivers from loading. It will only load the Minimum amount of Core Apple Processes to allow the the computer to function at a reduced Level of Performance

While Still in Safe Boot Mode

To get out of Safe Boot Mode - just restart the computer Normally

With Safari 100% Closed - hold the SHIFT key and launch Safari

This is a Safe Launch of Safari and attempt to remove all the Notification in Websites Tab

Part two to question and refer to below image of Safari Preferences 1 - Notification 2 - Pop Up Windows

The key element is lower Left where " Share Across Devices " is or is not Enabled
