I enrolled to Apple Developer Program, registered my both iPhone & iPad on my devices list, still can't get the option to download Developer Beta on beta menu (via Software Update menu)
Notes:
iPhone 14 Pro
Try accessing the betas via logging into the Apple Developer portal: https://developer.apple.com
Apple is presently transitioning to a new and not-profile-based mechanism for beta access starting with iOS 16.4, and some issues with that transition might conceivably arise.
If access issues persist, and if portal access isn’t available, contact Apple Developer Support. Support - Apple Developer
Now I can see the developer beta option. I think because of 16.5 beta 1 release.
Exactly having the same problem. I have an access to developer portal and everything seem to be normal. But the only option I can see is public beta.
I tried. But they don't give any solution.

I don't know which category to contact. In my country I can only contact via email
