unable to activate

I want to give my old phone out, so I reset it. I am trying to set it up for the person but is saying "Unable to activate"

See -> this Apple article: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch

Then remove the iPhone from your account, see t-> Check your Apple ID device list to see where you're signed in

Then the 'new owner' can sign in with his/her own Apple ID.
