You’ll find guidance for troubleshooting error #4013 here:

If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support

If you continue to experience difficulties, you might be well advised to seek assistance directly from from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page.

Alternatively, if you have access to another Apple device, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to provide assistance:

If you have a Mac, you can download Apple Configurator for Mac here: https://apps.apple.com/app/id1037126344

After that, connect your iPad to your Mac with Thunderbolt 3 or 4 cable (note: you may need a full-equipped 24-pin Thunderbolt 3 or Thunderbolt 4 cable, a normal 14-pin charging Type-C cable may not work for this). Open Apple Configurator on your Mac, select your iPad and click on "erase".

Please make sure you have a complete backup of all your files on iPad, as this action will delete everything on your iPad. You can use your Mac to make a complete backup of your iPad in Finder.

You can also erase your iPad directly in "Settings" on your iPad, and restore it using your Mac, if that works for your problem, you don't need Apple Configurator.

No matter which way you try, always make sure that you have a backup of your files.

I was hoping that would work...Sadly I received this error message....(I only have a USBC to Lighting connector.
