Is it possible to transfer specific apps from ipad to iphone
The app that im trying to transfer has been removed from my region of the app store(Peppy Usagyuuun!!) is there a way to transfer it from my ipad to an iphone?

No. You cannot transfer specific apps from an iPad to an iPhone or vice versa. The thing is that, even if you could, it would not work in this case because the app does not exist in the App Store. When you conduct a transfer of data, through Quick Start or restore from a backup, then the apps are always downloaded from the App Store. In your case, there is no app in the App Store to download from.
