If you see an exclamation mark next to the iMessage app on your iPhone, it means that there is an issue with iMessage and it is not working properly. Here are a few reasons why this could happen:
If none of the above solutions work, you can try resetting your iPhone's network settings. Go to Settings > General > Reset > Reset Network Settings. This will reset all network settings, including Wi-Fi and mobile data, to their default values.
If the issue still persists, you can Contact Apple for support and service - Apple Support (IN) or visit an Apple Store for further assistance.

Probably your device is not connected to the internet
Check your WiFi Router / Modem for --> Recommended settings for Wi-Fi routers and access points ...
Connecting to Wifi is the first part and then getting connected to the Internet is the second
For your Internet connection.

This can definitely be a result of not being signed in to iMessage. But I wonder if you have any messages that didn’t go through when you tried to send them? In that case you should see a “not sent” notification over the conversation. (Sometimes this happens to me when trying to force my phone to use iMessage to contact someone with an Android phone - it means I turned off, and forgot to turn back on, “send as SMS” in Settings for when iMessage is not available.) In your case, if you see this message telling you that your text was not delivered, try tapping it and clicking “try again”. If it still doesn’t work, and you’re desperate to get rid of that annoying exclamation mark, delete the conversation containing the text that won’t go through. This will get rid of that mark.
Hope this helps.
thank you all
