MacBook Pro 14 M2 can not find an software update in settings

Hello,

I have a problem with updating my MacBook Pro from MacOS Monterey to MacOS Ventura. I open system preferences and go to software update and there is showing that the latest update is installed. I have searched about problems with update and it says that my Mac can be incompatible with this update, however at apple website model of my MacBook is fully compatible with Ventura. Can you help me with updating my MacOS

1 - Running behind a VPN which may increase Packet losses or corruption of the download 


2 - Software on the computer interfering with the download process including AntiVirus Software


Notation: Disabling the AV Software may or may not solve the issue. Removal of the AV Software may increase the chances of the download to perform as expected.


3 - Best Results are via Ethernet Cable to Router


4 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal and Try Again using the Software Update Applet in System Preferences

Exactly what Version of Monterey is presently install on this computer ?


The latest Stable Version of Monterey as of Monday March 27 is now version 12.6.4 Monterey ?


In the Software Update Applet in System Preferences are all the Options in below image Enabled ?



What is the output of the below Terminal Command ?


Does it list Ventura ?


softwareupdate --list-full-installers
