Apple pay card says chip not recognized?

When I use Apple card and try to scan my phone near the reader, it is declined and states "chip is not recognized?"

Apple pay not working. Since I got my new iPhone 13 pro max (refurbished). I’ve tried to connect my card to apple pay. No matter how much I try or what I do it won’t work it always says “Could Not Add Card Try again later or contact your card issuer for more information. Add Card Later” Ive contacted my bank multiple times and it’s nothing wrong with my account. I contacted someone in this field and they controlled my screen and checked for possible reasons it won’t work but nothing was found. No Vpns were being used, no wrong information being put in, i’ve restarted my phone numerous times, but nothing.
