I see no issue here. RAM gets allocated were it is needed.
If you think you have RAM issue look at Memory Pressure, if it is not in the RED you have no issue.
Activity Monitor.app
compare— starving for RAM, Swap files used (VM)
Unused RAM is wasted RAM.
