Why is my icloud drive empty but my icloud shows 1.4 GB data? I would like to delete some very old files on my icloud; but cannot do it because I can't get to the data since Icloud drive is empty.

iCloud Drive is a subset of iCloud+. Please see the pic below
So what you're telling me is if I don't buy more storage from Apple, I don't get the opportunity to clean out what is in iCloud. Is that correct?
