There is no means to recover data from a lost or stolen device. Either the photo is in iCloud Photos and is available there, or there’s a backup in iCloud or on a local Mac or Windows PC, or copies saved elsewhere, or the data is gone. Backups must happen prior to loss or theft.

If you have another Apple device, you likely have them synced, meaning you can see your phone’s photos on another Apple device under your Apple ID. You can also use the Find My app to see your stolen phone’s location.
