I just had to get a replacement iphone 14 due to a malfunction. I received what I assume is a refurbished phone. It is not allowing me to sign into a few up my apps. Target and Etsy specifically. I get a message saying "sorry. try again later" or just spinning but I can get in online no issues. Is there a setting I need to change with my privacy? Or any particular setting?

If you are unable to sign in to third party apps, the general app troubleshooting suggestions here may help to resolve the issue:
If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open
If those suggestions don't help, there is also a link under "Get more help" that shows you how to contact the app developers for those apps so that they can assist further.
