Any ideas on why is my phone stuck on ios 15.7.4?

If you have an original iPhone SE, iphone 6s, 6s Plus, 7, or 7 Plus, 15.7.4 is as far as it can go.

iOS 16 requires an iPhone 8 or newer

iPad mini 6 is stuck on iOS 15.7 I have the same issue right now with my ipad mini 6. it is stuck on ios 15.7. I do not have the beta or any vpns, It is connected to wifi with plenty of space, I tried plugging it into the computer and it still said it was up to date on itunes, I dont know what else to do.
