how can i change my region/country if i have $2 in my account balance. I have no other payment methods such as credit card.I want to empty my account balance. It wont let me change it and there is no help here :(

If you want to clear your Apple Account balance, it is depending on the amount:
1.
If your balance is less than the cost of a single item, contact Apple Support directly, they will help you clear your Apple Account balance, click -> Get Support
