Other than information published by Apple, nobody here has any insight into Apple’s product design decisions or future software development roadmap. The Terms of Use that regulate participation within the Apple Support Community, disallows speculation.
Perhaps consider that an iPad, paired with an iPhone, can already perform the vast majority of iPhone functions - including VoIP voice calls over the iPhone’s cellular connection.
