I am using 8 generation iPad having 16.4 iOS and whatsappweb app is not compatible to download from Apple Store .
also there is no calling option in WhatsApp web when I use from safari browser .

You are correct on both counts. There is no WhatsApp app in the App Store for the iPad. There is no calling option in WhatsApp Web in any browser.
