I want to get rid of my account balance because I want to change the country/region

Here's a couple of ways you could choose from to make your account zero (0):

(1) You can purchase an item that costs more than your balance and use a payment method for the rest.

(2) Apple support's article: Check your Apple Account balance - Apple Support

      says:

      “If your balance is less than the cost of a single item, contact Apple Support."

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, click here and ask the iTunes Store staff to zero it.
