Apple Watch doesn't Wake on Wrist Raise

Watch OS 9.3.1 broke the ability for my Apple Watch 4 to Wake on Wrist Raise. I updated to 9.4 and the problem remains.

I've toggled Wake on Wrist Raise in settings, and hard reset the iPhone and Apple Watch, and the problem remains.

My Watch has never worked right since I bought it new at an Apple Store a few years ago.

Any help woud be most appreciated.
