Having issues with Evony game update. It says my iPad does not have enough space but I have over 20gb of space.

If that 20 GB space is on your iCloud, it is irrelevant since it is not added to your internal space.
I am not familiar with that game and do not know how much space its upgrade requires. But you should be able to free up more storage on your iPad by deleting apps you no longer use, old emails (and their attachments) and photos. You can read more about it here:
