Can someone from Apple just tell us exactly what Ventura is doing when the "Optimizing Your Mac" alert appears?
Yes, we know it is clearing caches, indexing with Spotlight, etc., but what exactly? Curious minds want to know.

and or give them feedback -> Product Feedback - Apple
The "Optimizing Your Mac" alert appears after OS update, it is not the same as "Optimize Space" although that process may be included in the suite of operations happening during "Optimizing Your Mac."

On the 3 Machines I have upgraded from macOS 11 Big Sur to macOS 12 Monterey and now macOS 13.3 have never experienced this Presented Alert
Then perhaps the earlier suggest to communicate Directly with Apple is Appropriate

2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue
I get that message after system upgrades, i.e. as from Monterey to Ventura. I've not noticed it with updates, like from 13.1 to 13.2.
Don't now what it is doing but I just ignore it and go on with my work.

I have not seen a " Optimizing Your Mac"
I have seen " Optimize Space "
