Withdrawing funds from the AppStore account

I would like to ask you to remove 1 cent from my balance, because I cannot change the region.

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, click here and ask the iTunes Store staff to zero it.
