iCloud for Windows is extremely slow
I can't get iCloud to sync at more than 0.7Mbps, I've tried several Windows devices and they all behave the same.

Thanks for that info and for choosing the Apple Support Communities. If we understand correctly, you are having an issue with iCloud syncing speed on your Windows computer.
