Creating an account
I have an iPad mini which it does not let me set up an account. It says ‘could not create account…your account cannot be created at this time’

It sounds like you’ve already made the maximum number of Apple IDs allowed on one device. If you have another device, you could create a new Apple ID on that one instead.
