hopefully this will help someone.
my wife was having issues with her tab key in Numbers, Excel, and other applications. the space bar was also doing strange things. the symptoms were very similar to what is describes in Tab key not working properly - Apple Community. i took a look and found the issue - a setting in Accessibility => Keyboard:
turning that off brought everything back to normal.
