Help to re open my iCloud lock?

I am from Bangladesh 🇧🇩..I have a uncle. Who have an iPhone 6plus.. after several year he used it, in 2018 he died.. and her gmail we don’t know.. that’s why her iPhone got iCloud locked..I try it several times Bt I can’t do anything.. how can I open this iCloud lock???
